Short answer: no, it is not just FFBE, and it is also not FFBE-adjacent filler. Final Fantasy Resonance is a one-time-purchase console RPG built on the world and first-season story of Final Fantasy Brave Exvius, with the scenario rewritten and every mobile system replaced. It is the difference between a screenplay and the novel written from it.

What carries over from Brave Exvius
The continuity is provable from official material alone:

- The word "visions" itself. Summoned fighters were called visions in Brave Exvius; Resonance builds its entire job system out of them, FFBE originals like Tronn and Leah included.
- The music. The soundtrack releases with 87 tracks, Brave Exvius music among them plus 33 new tracks.
What is rebuilt from scratch
Per developer interviews, this is not a re-skin of mobile code:
- The scenario was rewritten by Brave Exvius' original writer Yukinori Kitajima, "in a more sophisticated manner" for console pacing: story events happen in a different order, with additional scenes that were never in the mobile game, and the ending is rewritten too.

The Steam listing's category data shows no in-app purchases, and the only optional spend anywhere is the Digital Deluxe upgrade. The Xbox store's "offers in-app purchases" flag refers to buying that upgrade add-on, nothing else. If you came from the mobile game wondering whether the bill follows you here: it does not.
Do you need to play FFBE first?
You cannot, and you do not need to. Brave Exvius has ended service; the mobile game is no longer playable.
